I don't 100% agree with this list but I do think if he wants people to talk about him, they should make him interesting even in a twisted way rather than forcing likeable. Otto is one of the more fucked up mentally characters Mihoyo ever did yet he's well respected as a villain if not as a person. He's discussed so much more as an antagonist that HSR had Otto memes when Firefly was stabbed.
