Often people that speak with this dialect are stereotyped as brash and boisterous. Sometimes they are also seen as jokesters given the connection of Kansai-ben with manzai comedians. Oh, but I double checked and it seems she only said that in the anime. She just says "おこしやすー。" or "welcome" here.
