It does feel like that, yes. Big enough that it makes no sense to not use it whenever you can and base doesn't really compare, but not huge enough that base is complete shit compared to it. Basically close enough that you can have the rules bend a little and get fucking base Vegeta to try and stop Kid Buu for a while.
