Here's another example. Perfect Cell used less than half of his power against Goku, one of the best fights in animanga history. Freeza during the whole Arc could have just one shotted literally everyone, he didn't and we got the best Arc in manga history.
Holding back against weaker opponents and giving them "undeserved screentime" has been a part of Dragon Ball (and fiction in general. And fucking life in general, you ever play fight with your siblings?) since the beginning.
One shotting everyone because "muh powerscaling" makes for such a shitty story that only people who have no writing experience (EG, fanfic writers) do so. Unless it's treated like a gag like Toriyama did it.
