If the Transformers line is anything to go off of, each wave will be all the all the Robot Masters from that specific game and then a unique Megaman or special character.

Wave 01:
Mega Man, Ice, Bomb, Fire, Elec, Guts, Ice, Rock, and Roll (Rare)Some Mega Man color variant

Wave 02:
Red and White Megaman, Metal, Wood, Air, Crash, Flash, Heat, Bubble, and Quick (Rare) Helmet-less Mega Man

Wave 03:
Protoman, Shadow, Top, Spark, Magnet, Gemini, Snake, Needle, Hard (Rare) Break Man

The Deluxe releases would be Wily and his Wily Machines, the little micro ones would be Chibi Megaman and stage enemies.

They've got everything they need; they just have to not fuck it up.
