Steam Deck 1 already did the job it had to do which is basically make the handheld PC a viable idea.
It was never going to be anywhere in the same league as a Switch or Switch 2. Depending on how faster Nintendo can put out stock it's likely the Switch 2 will outsell the entire handheld PC market's retail numbers by the end of June. This is a high-end hobbyist niche. But now you have OEMs like ASUS or MSI making handheld PCs, and even Xbox is getting into the action with an Xbox-focused ASUS ROG Ally. Valve has no real reason to make the push for a stronger Steam Deck when literally any other computer manufacturer is doing the iterations for them. They already control the endstage, Steam is still basically synonymous with PC as a platform and that's where they'll make all their money. There's zero point in making this kind of push when the Steam Deck didn't even sell 5 million. Valve is not a hardware company, at best they make products for an audience willing to spend hundreds/thousands on niche use.
Nintendo has the incentive to make hardware since they're the only ones that make Nintendo ecosystem machines that play Nintendo games. You can't just go to ASUS's website and buy a ASUS ROG Switch that costs $100 but plays Mario Kart World at 8k 400 FPS.
