It's not 'urban' planning, it's long term planning. You need to account for population contractions and explosions all the time in cities to adjust the scale of public transport so there's less maintenance pains. I can live without a car in a city easily, the metro system is fine, I can also live without a car in my suburb everything is within biking distance. Suburban planning has none of the issues with contingency planning, also when would I use a cross country passenger rail? Intercity lines are ok, but you need someone to actively maintain the railways, and the private sector only wants to move freight. I can guarantee you those cross continent railways wouldn't be used at all, if they were designated for passenger use alone they're far more useful for transporting energy resources like oil. That's what good long term planning looks like not everything is about public works. Suburbs are easier for communities to manage rather than municipal governments and they look better too. Picrel looks almost exactly like my suburb.
