Yeah, Ginyu Force talked about races requiring to change forms as a way to power up, and Freeza is the opposite, since his other forms are restriction forms. Basically ki is an universal force everyone has to use, but only a few people on Earth, plus a few others outside of it like Kaio, Whis, know how to fine tune it. Ginyu too somewhat since he also knows how to hide his powers.
