Hunger was created by prosperous ukranian farmers and they made it became state-wide because of them.
They were letting crops rot in protest of soviet government policies, and it the end it was nothing to eat so they went to other parts of USSR and created lack of food there too, like a domino effect.
Hunger was real but it was not as hohols present it, that's why people still honor the victims.
