The only stagger I got are where I wasn't attacking not in iron flesh, even when I had no Iron flesh with the Thief set I just ignored hits
Again this is the Deserter armor from the thief class with a marginally heavier helm and I can still tank while R1s on oate game enemies
Just accept Dark Souls 2 is a bad rollslop game
