Well the story certainly wants us think that, but the CG seems to be unrepentantly benign and forgiving, albeit flawed and corrupt (as any government). For fuck's sake, for a government that's supposedly giga oppressive on nikkes they have at least 2 of them go around with an actual license to kill ANYONE that they (the nikke) personally deem too evil for society as a whole, and that includes gvt officials - which is fucking crazy.
