i like migrating my whole base to the ice planet because of all the building space, then i just use the starter planet as a resource mine (for oil coal and water mainly)

and yes it is common to use planets for nothing but mining. in my last game i had something like 20 mining planets and just 4 production planets (one with my first base, one science megafactory, one rockets/sails megafactory, and one energy 'factory' that imports photons and produces antimatter rods which are exported to keep the other three factory planets running)
