Well since everyone else is at it, AOTS is easily Shoushimin for me.
Apocalypse Hotel could've been a contender if it was more consistently like the last episode but it's just way too hit and miss.
The only other thing that could come close is Aru Majo ga Shinu Made which started slow but every episode is better than the last.
