GW love missing oppotunities to show the weirdness of 40k. Some would argue they don't do it on purpose to make 40k more marketable by not making the imperium feel like a werid hostile alien culture (the reaosn why the first IG were made to look like Russian imperial soldiers, to seem both foreign, lost in time and the enemy of the player)
