I don't think any of the big 4 are even that insane, though. It's not that they're broken, it's just that everything else is either completely inconsequential (faster extract, more reinforcements, 15% for extra sample, lowered enemy whatever that nobody knows what the fuck it even does, etc) or it is arguably a hindrance (shock/flame pods, motivational shocks).

Even IF they cut those values in half for the big 4 people would still only run them because the alternative is fucking nothing or a net negative.
