Long story short is that Time Spiral was a big shock internally at wizards because it was the first time the popularity of a block had any noticeable difference between the completive players and the causal ones.
It was mostly because Time Spiral was a weird and complex block which required a higher level of mechanical understanding to get the most out of.
Then you add in that OG Ravnica which while being popular was also relatively complex and Coldsnap which was a experimental one off set in of itself were also in standard, led to a brewer and competitive players paradise filled with weird but viable decks.
This however was just to much for your average causal who was mostly running whatever they could open from packs and unlike Ravnica which bundled everything up into cool color combos, Time Spiral was an anniversary block that didn't hold your hand when bringing back old mechanics and the like.

Needless to say, this caused a paradigm shift within Wizards as they could no longer just make thing under the assumption that everyone would like it the same which led to a greater level of appealing to different markets in particular, which has snowballed to how things are today.
