Part 8's problem was that people thought Araki would drop his bad habit of dropping plotlines and they kept believing things were going to be relevant after their arc. It COULD'VE been the best part ever if he actually followed through on all of them, but as it stands I'd still put Part 8 in my top 3 parts.

Part 9 started rough with Drag On A Joestar and the bullshit with Rohan's Villa, but it's picking up quite nicely.
