I do think nails are something guys notice, but it's more low key noticeable than something all too prominent, something which complements a general style more than being the primary selling point. They definitely are a staple feature of certain archetypes though (Goth, Gyaru, etc.) and are at times suspiciously present in certain kinds of fetish art to not matter - and the idea that men are attracted to nails to some degree must have started somewhere, so basically everything women do in terms of beautification probably resonates with men on some level. I do however think that you're not wrong in pointing out that they are more noticeable to women. I've also seen that female artists in general tend to focus a lot more on nail art and prominent nails in general than male artists (with feet / toenails it might be different). It could be that hands generally resonate with women more and noticing nails of other women plays into that. Also, I suspect that intrasexual competition enhances the degree to which women perceive nails to matter, leading them to put more effort into their nails than is necessary to be attractive to men (kinda like men hit the gym more than they'd have to to be attractive to women).
