Avoided doesn't meant prevented and the Thalmor's only interest in avoiding the Stormcloaks from succeeding is to ensure that the conflict continues to exhaust the resources of both the Empire and Skyrim. And if it has to end, they'd prefer a stormcloak victory, as it would make Skyrim separated from the Empire. It's called divide and conquer and in this case Skyrim would end up like High Rock because more than half the country hates Ulfric. Hell, if the Stormcloaks win the civil war there is already a Stormcloak missive stating the Empire's regular army is assembling at Pale Pass. An actual Imperial force rolling up (particularly one with battlemages and advanced military technologies) should easily handle the stormcloaks, especially when the rebellion lacks universal support across Skyrim. Ulfric is pretty much doomed no matter what.
