I'm not a pot player but yeah, he's absolutely low tier but the kind of low tier where he can still outplay his opponent and is rewarded hard for it
He has enough bad matchups that he's never going to win a tournament at the very highest level, but that's more about the law of averages, in any individual match he can always manage to tab blitz backdash PB something and suddenly the other guy is scared no matter what the life lead was before that
that said you have to enjoy the "lose by default for 90% of the round and then get one chance to steal the game" style of play because as people start learning the matchup around mid levels and stop stumbling into his arms his bad matchups get really hard
