Leviticus 19:28 is part of the ceremonial laws of the Mosaic covenant, which is only relevant to the Torah, and it forbids Jews from having tattoos. It belongs to the same group of laws that also prohibit Jews from eating pork or wearing mixed fabrics.
These laws are completely irrelevant not binding for Christians under the New Covenant instituted by Jesus at the Last Supper.
