The truth is way darker than that I remember back in 2009 or so it was discovered that some of the reigning cartels of that era literally hold entire villages of natives as plantation grounds and the locals did not complain since they were getting paid better, and they even turned into whistle blowers for said criminals whom they considered their 'boss' and their criminal activities their 'jobs' in the most normalize kind of way. The local state authorities where all in the drugdealers payroll of course and when the rival cartels targeted some of the villages killing a lot of said stupid but kind of 'innocent' natives inside a church it all got swept under the rug and none of the 'authorities' did anything about it.
It is very probable that cartels use similar underhanded tactics in the current year of our lord 2025
