No? 23rd tournament Goku also had no new forms. Daima Goku had new forms, just like Super Goku.

That's why I said they could even just use magic clothes. And yes I know he didn't have those in Daima, but like I said, we are used to that stuff for SS4, and there is a precedent with Kakarot's Vegito so they could make it so going SS4 always gives Goku the same clothes and nobody would bat an eye.

Goku's SS4 and Vegeta's SS3 not being available in the base game after completing the DLC where you get them would be the exception, not the norm.
