No? 23rd tournament Goku also had no new forms. Daima Goku had new forms, just like Super Goku.

That's why I said they could even just use magic clothes. And yes I know he didn't have those in Daima, but like I said, we are used to that stuff for SS4, and there is a precedent with Kakarot's Vegito so they could make it so going SS4 always gives Goku the same clothes and nobody would bat an eye.
Look I have to take a shower and go for a walk so I will just end this at this: So far every time a base game character got a new transformation in DLC they made said transformation available in the base game.
