If they put effort into it they can, but 99% of them can't be bothered to pronounce it properly with that nasal tone. It's like ESLs who don't bother to pronounce th properly.
On discord, I used to have a nickname with "ao", and even though it didn't have the tilde over the a, every single english native speaker struggled to pronounce ao, even without all the nasality.
