I understand the limit but if a boss is supposed to equal 3 players I think it's insane they only get the same 1/2 attacks. Especially in a system where rolls whiff 10% of the time (I have seen it happen, it's so fucking awful to try and build suspense for a strong boss and the dude rolls 1's). Recent bosses (Adam Smasher and Rippy the Ripper from Forlorn Hope Reborn) show that if they release a Hardened Bosses dlc it could be insane if they ignore their lame balance nonsense. Adam had his unhalvable armor that could heal to full once and Rippy's nanomachines could blanket an area and hit everyone with a very heavy melee attack (and only resist drugs/torture stopped it and who invests in that?).

Some ideas to give a boss more attacks without breaking Jame's precious ROF2 limit rule:
>give them all of the martial arts because Judo, Krav Maga and Arnis all give counter-attack options (and Boxing for ROF3 Brawling)
>include turrets that attack for the boss, basically adding to their attacks but being separate entities or have the boss be a big borg with twin shoulder-mounted turrets controlled by a netarch
>give a single hardened mook (or however many is player count -3), but then use the advanced hardened mook rules to have either 2 more show up next turn, or 1 show up for the next 3 turns
>have a weapon that breaks the ROF limit, but it is basically 'cursed' and requires smartlink and has an evil AI built in that will corrupt any player who claims the god weapon because you KNOW they will take it
>my personal version of dual-wielding isn't as flashy as akimbobro's but basically lets anyone with multiple arms/guns target multiple characters with just a -2 penalty, so a boss with two handguns could shoot two players and even though there is a penalty the boss's stats should eclipse the players easily. Hilariously players use this too and think it's great on weaker mooks, not realizing to a boss they are the mooks.
