I see a few possibilities, ordered from most to least likely:
> The relationship was underbaked, but Toby wants to make it work because it's his fetish.
> Noelle's attraction to Susie is meant to be superficial, at first; falling in love with the REAL Susie will be the key to Noelle's development.
> Everybody falls in love with Susie, but she never gets with anyone. People declare Susie asexual and all shipping fanart becomes illegal.
> Instead of falling in love with the real Susie, Noelle realizes she's projecting a lot of her feelings for Kris onto her. Love triangle ensues.
> Noelle's going to get jealous of Susie and Kris being so close and do something she regrets. Drama ensues.
I'm hoping for the last one, even though it's not happening. Bitchy, passive-aggressive Noelle sounds awesome.
