Her powers work by giving her control over nuclear fission and fusion she also can (and needs to) take the particles from other bodies to fuel her nuclear power.
As far as I know she never absorbs nuclear power (because she is the only source of such power in Gensokyo so far) she can produce it from within her and is seemingly inmune to it.
Also since Hulk's radiation is actually magic even if Okuu could absorb radiation that wouldn't necessarily mean she can drain him
