Vampire decks never really used Zombie Vampire, because they can't get into it easily enough on their own, and don't mix well with other engines.
It's a card that clearly was not seriously designed for them from a realistic point of view, and was just meant to be generic which is why it's generic. Nobody has ever tribute summoned Voivode to then overlay it with an opponent's monster for Zombie Vamp.
Zombie decks like it, sure but they only ever summon it with stuff like Horus and PUNK cards, and use it exactly the same way Tear did. They don't actually care that it says "Zombie" on the card. It's still just a generic for them.
Also people haven't actually touched zombie piles in ages. Don't be fooled by the past zombie players swearing they'll pick it back up when Branded Fusion releases to play Branded Zombies, or how they'll totally pick it back up when Goblin Bikers release, because Goblin Zombie is so good.
