That's the lazy cope-out of not making them characters, just laws of nature that just happen to react to poorly defined concepts of good/evil.

If I understand that one, that's Cultivation powerlevel ladder where you need followers to have god-like power. Obviously characters, but then you don't actually have god(s) who created the realm and its inhabitant, unless it's also a chain where once you become god you create your own world, ad infinitum.

When you are a god creating creatures for a purpose, you are expected to know/have set their limits, even if they sometime surprise your near-omniscient mind.
So UNLESS you make the plot "creature surpass master", sapient creature are no more relevant than a simulated farm animal, or that Black White game.
