Everything post the original manga drawn exclusively by Toriyama and his editors is an optional fanfiction. There are cool moments but the drop in quality is very noticeable.
Official means you'll see toys of it at the store. You'll see Beast Gohan and Daima SS4 Goku figures but you'll never see Son Bra SS2. That is pretty much the only difference. Oh, and you'll have to mod Son Bra into the games (like you have to do anyways for Super 17, Demon King Piccolo, and SS4 Broly).
