A sad combination of collective neglect and lack of community. Largely caused by large number of temporary inhabitants, many renters or new problem people due to original owners moving to better housing. Everything is best defined by attitude of
> NOT MY PROBLEM
> only emergency repairs pass as they're mandatory
> nobody pays for maintenance repairs or improvements
> very few long term inhabitants
> temporary neighbors often rude, sketchy or even entitled
> loud music, arguments, smoking & leaving trash inside and out
> many strays, hobos, often claiming to be new inhabitants or visiting
> everything's abused, nothing gets reported or renovated ( "im renting, why pay?" )
> minimum parking space, lack of proper parking nearby
> syringes, bottles, piss, burned plastic railings, buttons, smashed glasses
> dicks and obscenities in Cyrillic painted everywhere
> half the lights are smashed or burned out
> all greenery gets vandalized
A real treat.
From what I've seen the comfy granny block many people imagine happens only in countryside or in smaller, separated houses that were often a part of specific enterprise with intellectual demographic - e.g. for a scientific institute, some unique school, a medical institution. The rows and rows of NPC proletarian housing are cancer and getting out of them is one of best things somebody can do.
