Odin was referring to Thor being inept with using his more esoteric powers. Which he proved by instantly draining gamma out of hulked-out Thor with Mjolnir (something that Thor, in theory, could have done to Hulk DECADES ago, but is too dumb to do)
From the very first issue of the story it's made clear Thor is trying to kill Hulk (and also that he was fighting him to release his pent-up anger). And every following issue starts with declaration that "Hulk and Thor are having an ALL-OUT FIGHT".

He's done a very shitty job of doing that if he put these words in a mount of a character who literally never even met Hulk before.
And Cates ALSO established that Thor has Alzheimer's so he probably just doesn't remember all the other (numerous) times he went all out, against Hulk or anyone else.
