Not really, most of their cooper production takes place in a region called Antofagasta which was Bolivian, the region we wanted back (Tarapacá) is north of it. Back in colonial times the silver came mostly from Bolivia as well, but back then it was called Alto Perú (literally High Peru). We may have been better if Bolivia stayed Alto Perú though (surely Bolivia would be). I wouldn't trust any self-purported measure of national IQ without knowing the sample or test, much less comparisons between them, PISA is probably a better proxy for it.
