Apparently Tiger Lily just sort of hangs outside the castle to the point that even if her parents saw her they don't really react or recognize it's their long lost daughter. Even if Holly pointed out they wouldn't think much of her, only care about Princess Cookie.
No one knows who Tiger Lily is, or even why she was taken away and forced to live as a feral child. And barring some royal birth mark on her ass I don't think anyone possibly could at this point.
Again, being Tiger Lily is suffering.
