The events are company wide narratives that impact the whole cosmology and narrative of DC. The villains in these stories are threats the heroes actually have to try their hardest against. In their own stories they talk constantly about how much they have to hold back and practice restraint, and these stories have way less consistent editorial oversight. Superman or Green Lantern isn't going to beat multiversal or higher being in events unless the company and multiple top creative voices agree on it; whereas editors on smaller books might not even know the characters (ie. 90's Titans). So the the "high end outliers" are major narrative plotlines and the "consistent midball" are the characters trying harder to not hurt their opponent than fight them with way less editorial oversight.
