You naturally get a 30% skill cooldown reduction to displayed cooldown, so a 14 second cooldown effectively becomes 10s

You you can equp Lan's supporter which can go up to another 20% skill cooldown reduction. The way these cooldown reduction effects work is additive, so it's a final 50% for a flat 7 second cooldown.

Lina's supporter is also additive and can lower the cooldown by another 30%. which is a total of an 80% cooldown reduction or around 3 seconds. Pic is taken before the skill actually comes out
