It's not arbitrary but it's also not the that you seem to think it is. You can think of it like a descending multiplier. Units have a starting value and an availability coefficient, let's say. Maybe Marcus has a value of 20, and Eliwood a value of 3. Their availability multiplier is 1, let's say. So they come out to 20 and 3.
Now let's say Harken has a value of 20 too, for the sake of argument. But his multiplier is .5. He comes out to 10. Still better than a 3.
