My theory is that GATE was designed to siphon off the smart kids and make them run around in circles so that they would never achieve anything that advanced humanity or disrupted the current system. A way to destroy potential and enforce mediocrity to ensure the safety of the state if you will.
The reason the 1800s and early 1900s were so turbulent was because every 20 years a new inventor or politician would show up and flip over the established order, so post 1945 they established and implemented a system to contain and subdue the smart people in their youth so that the new U.N. system would not be destabilized or disrupted. If you were in GATE then they percieved you as being potentially dangerous. Just my theory anyways.
