it has what's called streakbreaker code I believe. If you're doing too well, the game forces you to miss shots. If you're doing badly, you'll land ones you have no reason to land. It also works for enemies, though. I've had rocket launchers go at 90 degree angles sideways to off my teammates in the tutorial because none of the other shots missed, and a sniper that never ever landed shots unless they were completely impossible and would result in saving someone's life.
Also, don't play xcom unless you pirate it, it's published by 2k and their EULA has updated so that they can harvest data at root level, and if you use a VPN to screw with the physical location tracking it's considered abuse so they can ban your account from playing it. Modding is also considered a form of cheating so enjoy your ban.
