It isn't. Biohazard 4 is a horror game, despite what people say. And no, it's not "cheesy fun" it's legitimately well written, and the sequences like the initial Pueblo fight and the introduction of the Regenerators drive home realism and terror of the setting.
Also, the Hookman demo also clearly depicts Leon as the protagonist in a horror setting.
