Sound design is one of the first things that come to mind when thinking about how a gun feels. That, and how a gun handles.
Dominator might be outclassed by other weapons, but it feels like a chunky slug-throwing rifle.
Maybe Liberator is designed the way it is because it is made to be very average and generic? Its there to fight most small threats that the SEAF / Helldivers encounter, so it makes sense, while anything bigger gets the machine gun treatment or fire support.

1st game had the whole "angled shots" mechanic be suited for actually doing damage to enemies, but I wish to believe that is more for showing you aiming at weakspots of enemies, instead of aiming at armor blindly.
Not saying that glancing shots dont happen in HD2, but they are more common on extreme angles.
