The one you're thinking about, old, cheap, small, shitty, the walls are thin, no parking and no elevator, when you buy a washing machine you carry it upstairs.
The poor people leave in those buildings and the walls are thin so you'll be hearing the old alcoholic couple bashing each other while the migrants are bringing the cockroaches.
The cockroaches are easy to get rid of, the alcoholics - not so much.
Also the walls are shit so you often can't hang a heavy shelf on the wall, the gypsum will crumble around the anchor.
The panel buildings are newer but now are also dated, they often have an elevator, but the prefab has problems, you may end up with the outside wall cracking and leaking the cold wind in the winter. They are fixing and maintaining them, but it's still an aged budget housing.
The blocks with brick outside walls are quite nice and cozy.
The new Putinblocks are coming in all shapes and sized, usually are concrete cast, the cheaper ones have horrible noise insulation, but since it's the new construction instead of the old couple fighting you'll be listening to a young couple fucking. When a guy aupstairs takes a piss at night - you hear it.
Right now I'm living in a brand new luxury apartment 5 minutes away from my work.
It's what it says on the tin, the premium cost prices out the scum and migrants, the walls are thick I can't hear anything, the windows are floor to ceiling, the materials are nice everything is top notch and the walled courtyard has little booths, landscaping and a playground with trampolines for the kids.
The only problem is that the people smoking in the stairwell are triggering the fire alarm at 3AM, but I solved it by cutting the wires.
