I always buy the high value ones and relist them. I've bought 5 cosmic capture plans for 1 cap and a responders fireman helmet for 25 caps (its worth 250,000 caps roughly).

I do this and list them for 5000 caps each and they sell basically instantly. I also do it with some other plans im not going to post here because they are all some of the biggest money makers ironically enough
