Because it is. Levels are uninspired, gimmicky and the game lacks any decent platforming. The few novel mechanics like fatty retardy kong water bouncing gets almost no use. The structure is all kinds of retarded and was the worst of rare games that took over during the n64 years starting to creep in. It's also highly unpolished.
