Blur had an interesting blue shell expy- it dropped three large electric circles in front of the frontrunner. If you're bad, you hit one of them, losing time and disabling it so the next guy can pass unimpeded, and if you are good, you weave around them and keep them intact, which usually loses about the same amount of time but you get to pass the problem on. It's the perfect solution, it fucks the first place up regardless, but if he's as good as his position implies he can fuck up the next guy in line, and he can fuck up the next guy in line, until they hit the first shitter that gets punished and then the rest of the shitters get to catch up.
