Because the AI was designed to fight melee characters or clunky ranged ones.
When you play an extremely nimble ranged character with infinite resources and a giga OP dodge skill that also doubles as an attack + debuff it simply cannot deal with it.

Notice how bosses that people complain about like Bell Bearing Hunter become complete sandbags against Ironeye, because while he's sperging in a way that is deadly to clos e range characters you can just shoot him with a bow a dozen times.
