i've sprinkled o-pce in a joint before and called it an evil joint, it worked but it is as scuffed as you expect it to be, tasted weird and i felt like it numbed my lips a bit or something? i also didn't weigh out how much i added so it ended up being way to intense despite the method probably burning a good chunk of it

so basically: it will probably kinda work, it will taste like shit, it will be inefficient as you have less control over the heat so you'll probably burn a bunch of it, the cigarette might burn weirdly cuz of the heroin

honestly just use a fucking foil man, smoking heroin doesn't need to be sexy, it just needs to get the job done and there's a reason the foil is the go-to smoke method, it just allows for more control
