I think the more active is right. She insists she is a boy, but it is likely her trying to see if it makes a change. I'm pretty sure Araragi still keeps her a girl in the pants, because Araragi is neurotic with an overreactive mind. The Monogatari universe is literally ran by schizos, whoever is the most nutty wins. Maybe sex would be strong enough to override Araragi's mind though unless he was in the corner watching.
