you are assuming that the people working on the server infrastructure are the same people that made those zones
(they very well could be, but we barely have any public information so it's hard to make verifiable claims)

this could be the art "team"'s way of trying to be helpful while seeing the technical team fumble the launch.
(i.e. art team rushes finishing new starting zones to help ease the lag of 1000s of people clustered in a few areas)
