The chat icon is there, so it's an in-game screenshot. At first I thought it was some new UI for tournaments, but I actually think it might be a pregame thing for all team battles.
In the top-right of every team, there's a figure called "Team POW" which I assume stands for "team power."
It might be based on MVP ranking or some new metric, but it seems like they're trying to quantify the strength of each team as a whole, based on the strengths of its members. It could even be the same internal metric they used for this season to try and do SBMM, but either way now it's going to be publicly visible.
It looks like you're going to be able to see each team before the match AND a rough estimate of the threat they might pose.
